The Multi-Ministry Taskforce has announced updates to Safe Management Measures with effect from 22 November 2021.

▪️ Permissible social gathering group size will be increased to 5 pax.

▪️ Groups of up to 5 fully vaccinated pax, even if not from the same household, will be allowed to dine-in together at F&B establishments.

▪️ Groups of up to 5 fully vaccinated pax, even if not from the same household, will be allowed to dine-in at hawker centres and coffee shops, only if full Vaccination-Differentiated Safe Management Measures (VDS) checks have been implemented.

▪️ From 1 December 2021, VDS will also be expanded to more settings such as public libraries and selected activities in community clubs/centres under People’s Association.

Support Measures

▪️The Jobs Support Scheme (JSS) will be extended from 22 November to 19 December 2021, for businesses in eligible sectors, such as F&B, retail and tourism.

Updates to Safe Management Measures (Updated on 8 Nov 2021) 

The Multi-Ministry Taskforce has announced updates to Safe Management Measures with effect from 10 November 2021.

F&B Establishments (excluding hawker centres and coffee shops)

▪️ Up to 5 fully vaccinated persons from the same household will be allowed to dine-in together.

▪️Dine-in group size for those who are not from the same household will remain capped at 2 fully vaccinated persons.

▪️ Playing of soft recorded music will be permitted.

Work-related / MICE events

▪️ Unmasking allowed for up to 10 persons engaged in public speaking at any time, with the speaker maintaining a 2m safe distance from the audience.

▪️ Zones of up to 100 attendees will be allowed with 2m separation between each zone.

In particular, enterprises should take note that:

  • Permissible group sizes for social gatherings will be reduced to a maximum of 2 persons.
  • Work-from-home will now be the default. The 10-day snap work-from-home regime will be suspended.

o Employees, contractors and vendors who are unable to work from home are strongly encouraged to self-test weekly via an Antigen Rapid Test (ART).

o Those who are able to work from home but need to return to the workplace for adhoc reasons may only do so after testing negative via ART.

  • Groups of up to two persons will be allowed to dine-in at F&B establishments if all the diners are fully vaccinated. Unvaccinated individuals with a valid negative pre-event test (PET) result, recovered individuals, and children aged 12 years and below may also be included in such groups of 2. If a group comprises 2 such children, both children must be from the same household.

o F&B establishments that are not able to ensure that all dine-in patrons meet the criteria for full vaccination may only operate take-away and delivery services.

o Groups of up to 2 persons will be allowed to dine-in at hawker centres and coffee shops if all diners are fully vaccinated

o Groups of up to 2 persons will be allowed to enter shopping malls and attractions if all individuals are fully vaccinated

  • The event sizes and capacity limits for congregational and other worship services, cinemas, MICE, live performances, spectator sport events will remain at up to 1,000 attendees if all are fully vaccinated.

o Otherwise, only up to 50 attendees will be allowed without PET. The concession for children aged 12 years and below, who cannot yet be vaccinated, will also apply for these events. Such unvaccinated children may be included in a group of up to two persons if the child is from the same household.

  • Marriage solemnisations may continue, seated in groups of up to 2 persons, if all are fully vaccinated. Otherwise, only up to 50 attendees will be allowed without PET.

o  As a special concession, wedding receptions may be allowed to continue with up to 250 attendees if all are fully vaccinated, and with a group size of up to 5 persons per table.

  • The Government will enhance the Jobs Support Scheme support to 25% for the period of 27 September 2021 to 24 October 2021 for sectors significantly affected by the tightened measures. Please refer here for details.
  • The Government will provide a 2-week rental waiver for qualifying tenants on Government-owned commercial properties. Qualifying tenant-occupiers and owner-occupiers of privately-owned commercial properties will also be given a 2-week rental relief cash payout under the Rental Support Scheme (RSS) . These will offset rent for half the duration of the stabilisation phase. More details on the RSS will be made available on the Inland Revenue Authority Singapore (IRAS) website.
  • Cooked food and market stallholders in centres managed by the National Environment Agency (NEA) or NEA-appointed operators will receive a 2-week rental waiver.

 

Time-limited Rostered Routine Testing (RRT)

Firms with employees that work onsite and are not already subject to mandatory RRT may apply for 8 ART kits per onsite employee for weekly testing of their staff over a two-month period as previously announced . Applications are open until 13 October and we strongly encourage firms with employees who are unable to work from home, to apply for ART kits.      – 커피솝 및 푸드코트는 백신접종 여부와 무관 최대 2명

     – 백신접종 완료시 이벤트, 종교활동, 영화관 방문 최대 500명까지 가능 (미접종시 최대 50명까지 참석 가능)

 

o 2021. 8.19(목)부터 적용
     – 사무실 최대 50%가지 출근 가능

     – 직장내 모임 허용

     – 백신접종 완료시 이벤트, 종교활동, 영화관 방문 최대 1,000명까지 가능 (미접종시 최대 50명까지 참석 가능)

As announced this evening by the Multi-Ministry Taskforce, the Government has undertaken a mid-point review of the Phase 2 (Heightened Alert) measures, and will allow the easing of measures in two phases. Please refer to Annex A and infographic for the details.

In particular, enterprises should take note of the following:

From 10 August onwards

  • Social gathering group size increased to up to 5 persons.
  • Fully-vaccinated individuals may participate, in groups of up to 5 persons, in higher-risk activities where masks are removed. Unvaccinated individuals with a valid negative pre-event test result or recovered individuals are of similarly lower risk, and may also join in such groups of up to five.
  • Individuals who are fully vaccinated with the World Health Organisation’s Emergency Use Listing (WHO EUL) vaccines such as Sinovac-CoronaVac, Sinopharm, and AstraZeneca will be eligible for the vaccination-differentiated safe management measures.
  • F&B establishments may only resume dine-in services as outlined below:
    • Groups of up to 5 persons will be allowed to dine-in at F&B establishments if all the diners are fully vaccinated.
    • Unvaccinated children aged 12 years or below may be included within the group of 5 persons as long as all the children are from the same household.
    • Hawker centres and coffee shops can allow group sizes of up to 2 pax, regardless of vaccination status
  • The following event sizes and capacity limits will be increased. Unvaccinated children aged 12 or below may be included in a group up to 5 persons if all children are from the same household:
    • Cinemas, MICE, live performances, and spectator sport events: Event sizes may increase to 500 attendees if all are fully vaccinated. Otherwise, only up to 50 attendees will be allowed without pre-event testing (PET).
    • Marriage solemnisations and wedding receptions: Solemnisations may take place with up to 500 persons (including the wedding couple but excluding solemnisers and vendors) if all are fully vaccinated. Otherwise, only up to 50 attendees will be allowed without PET. Wedding receptions will be allowed with up to 250 attendees if all are fully vaccinated, and with groups of up to 5 attendees per table.

 

From 19 August onwards (if conditions remain stable)

  • We will allow up to 50% of employees who are able to work from home to return to the workplace.
  • The following event sizes and capacity limits will be further increased:
    • Cinemas, MICE, live performances, and spectator sport events: Event sizes may increase to 1,000 attendees if all are fully vaccinated. Otherwise, only up to 50 attendees will be allowed without pre-event testing (PET).
    • Attractions, cruises, museums and public libraries: The operating capacity of attractions and cruises will be increased from the current capacity of 25% to 50%. Museums and public libraries will also be allowed to operate at an increased operating capacity of 50%.
    • Shopping malls and showrooms: Occupancy limits will be increased to 10 sqm of Gross Floor Area per person.
  • Removal of requirement for temperature screening in public premises

 

“Vaccinate or Regular Test” Regime for Selected Sectors of the Workforce

  • From 1 October 2021, the “vaccinate or regular test” regime will be introduced for the following settings:
    • Individuals working in the healthcare sector, eldercare sector and settings with children 12 years or below
    • Individuals working in sectors that interact with customers in higher-risk mask-off settings, and at our borders or COVID-19 frontline work. These sectors include F&B establishments, gyms and fitness studios, and personal care services.
    • The Public Service, including the uniformed services.
  • Any unvaccinated persons from the above sectors will have to be tested with an ART kit twice a week. For the small group that remains medically ineligible for vaccines, the Government will subsidise their tests.

With the growing clusters, the Government is further tightening community safe management measures by going back to Phase 2 (Heightened Alert). This will take effect from 22 July through 18 August 2021. Attached is the table of community SMMs.

In particular, enterprises should take note that:

  • Permissible group sizes for social gathering is now reduced to a maximum of 2 persons  
  • Work-from-home continues to be the default. Social gatherings at the workplace are still not allowed.
  • Occupancy limits for shopping malls and showrooms will be reduced to the 16sqm per person of Gross Floor Area.
  • Dine-in at F&B establishments no longer allowed. Takeaways and deliveries only.
    • F&B establishments which remain open for delivery/takeaway must carry on with the mandatory Fast and Easy Testing (FET) regime every 14 days.
    • Marriage solemnisations may continue for up to 100 participants with PET, and 50 participants without PET. Wedding receptions may be allowed to continue with up to 100 persons with PET for all persons, and with a group size of 5 persons. Unvaccinated individuals are strongly discouraged from attending.
  • Personal care services which require masks to be removed will not be allowed:
    • This includes non-medical facial treatments.
    • This does not apply to medical or dental consultation which require patients to remove their masks.  
    • Personal care services which were placed on the FET regime beginning from mid-July will not be required to contact FETs during the period for which their business operations are suspended.
  • Strenuous indoor exercise classes, or strenuous individual and group indoor sports and exercise activities, will also cease.
  • Live performances and MICE: Up to 100 persons may be allowed with Pre-event Tests (PET), and up to 50 persons may be allowed without PET. Unmasking is not allowed for speakers and performers, and there should be no singing or playing of instruments that require intentional expulsion of air (e.g. wind and brass instruments).

In view of the above tightened measures, MOF will announce a support package to business and workers in the next few days.

As announced at MTF, we need to act quickly to contain the spread of the virus in our community. There will be a tightening of selected Safe Management Measures in Phase 3 (Heightened Alert) from 19 July to 8 August 2021. Details in attached Annex A.

 

In particular, enterprises should take note of the following:

  • Work-from-home remains the default. However, social and recreational gatherings at the workplace will be disallowed.  F&B should not be served at work-related events.
  • Dining-in at F&B establishments will be dialled back to groups of up to 2 persons per group.
    • As an option, F&B establishments can offer dining for up to 5 persons if they are able to set in place the necessary systems and conduct the checks.
    • Dine-in groups of up to 5 persons allowed if:
      • The individuals are a) fully vaccinated; b)have recovered from COVID-19 (within 270 days); or c) have valid negative pre-event testing (PET) results (in last 24 hours)
      • Children under 12 years do not exceed more than half of dine-in group
    • Details of the different scenarios can be found in attached Annex B.
  • Wedding receptions will continue at group sizes of 5 per table, without the need for the group to be fully vaccinated. It remains at maximum of 250 persons allowed with Pre-Event Testing (PET). For wedding receptions with 50 persons or fewer, PET will be required for the wedding party only.
  • Outdoor (mask-on and mask-off) and indoor mask-on activities can continue in groups of up to 5, in classes up to 50, irrespective of vaccination or test status.
  • Indoor (mask-off high intensity) activities reduced to groups of 2, in classes up to 30 including instructor. This is the same for activities including children aged 12 and below.
    • These activities can continue in groups of up to 5 persons in classes of up to 30 persons provided all individuals in the class are a) fully vaccinated, b) are a recovered patient, c) or have a valid negative COVID-19 test result covering the duration of the class.
  • In view of the tightened safe management measures of various activities until 8 August, the Government will extend the 10% Jobs Support Scheme (JSS) for the a!ected sectors from 26 July 2021 to 8 August 2021. This will provide support to licensed F&B businesses, gyms, fitness studios, performing arts organisations and arts education centres. Details can be found in Annex C.

Updated safe management measures from 12 July 2021

Following the two stages of gradual reopening to Phase 3 (Heightened Alert) on 14 June and 21 June 2021, we will continue to calibrate the resumption of more economic and community activities. See Annex A for the list of the community measures.

In particular, enterprises should note that:

  • Work-from-home continues to be the default. Social and recreational gatherings at the workplace will be allowed but must be limited to a total size of no more than 5 persons.
  • Groups up to 5 persons will be allowed to dine-in at F&B establishments.
    • Entertainment at F&B establishments, e.g. live entertainment, recorded music, and videos/TV screening, will continue to be prohibited.
    • Patrons are reminded to adhere to all other SMMs, e.g. social distancing and keeping masks on at all times except when eating or drinking.
  • Wedding receptions may resume, with no more than 250 persons is allowed with Pre-Event Testing (PET). For wedding receptions with 50 persons or fewer, PET will be required for the wedding party only.
  • Gyms and fitness studios may conduct indoor mask-off sports/ exercise activities in group sizes of up to 5 persons
  • With the gradual resumption of more economic and community activities, Jobs Support Scheme support for selected sectors will be tapered to 10% for two weeks from 12 to 25 July. Please refer to Annex B for the JSS levels of support.

 

Updates to Regular Fast and Easy Tests (FET)

As announced earlier, regular FET will be mandated for staff in higher-risk activities. From 15 July 2021, FET Rostered Routine Testing will be made mandatory for all staff in the following settings:

  • Dine-in F&B establishments;
  • Personal care services (e.g. facial and nail services, spas/ saunas, massage establishments, hairdressing, and make-up services); and
  • Gyms and fitness studios where clients are unmasked

Deployment of SafeEntry and SafeEntry Gateway for all supermarkets

From 21 July 2021, TraceTogether-only SafeEntry (TT-only SE) and SafeEntry Gateway (SEGW) check-in requirements will be re-introduced at supermarkets located within TT-only SE buildings with the same operating hours. Other supermarkets, e.g. standalone supermarkets, that have been implementing TT-only SE and SEGW check-in facilities will continue to do so.

 

Extension of financing support measures for enterprises

ESG has extended the Temporary Bridging Loan Programme (TBLP) and the enhanced Enterprise Financing Scheme – Trade Loan (EFS-TL) for another six months from 1 October 2021 to 31 March 2022. The parameters for both schemes remain unchanged – including the government risk-share of 70% as well as the maximum loan quantum of S$3 million for TBLP and S$10 million for EFS-TL.
